how do I factory reset an old school laptop with tight security

My school was recycling old netbooks and I was allowed to snatch one up. But the problem is; I cant reset it. I.T. locked it down well, and I cant log on without being connected to the server. I have acess to cmd from the login page, but I dont know how to go from here. Preferably a complete factory reset, but anything will help. Windows 7 Enterprise is the OS
