Creative Photobooks works with Windows 8 but does not work with Windows 8.1 What to do?

Creative_Photos_PHOTOBOOK_CREATIVE_SUITE.exe works well with Windows 7 and Windows 8 but when I upgraded to 8.1, the apps is non-responsive.  I already uninstalled and tried re-installing but after extracting the program, it does not continue with the installation.  A warning message appears: 1.1 .NET Framework is not installed on the computer. Help please.
