why can't i open my documents folder

windows 8.1 has locked me out of My Documents.  It tells me I don't have access.  I'm administrator, although I've noticed two user accounts for admin.  One with my name, the other without.  I have checked all of the access rules only to find that everyone has complete access to everything.  I have 2 pcs on the network and an apple. I thought if I changed the password to the new one it would help, but it just cut the apple off from seeing the hard drives attached to the router.  there's a default user that is also cut off from viewing.
