Tango uses your data network to place calls and works over 3G, 4G, and WiFi. Using WiFi to place calls is totally free. When you make calls over the 3G or 4G network, so the only charges will be whatever your data plan will charge you.  Tango does not use your monthly minutes so there are no extra fees or international charges when calling a friend down the street or a family member in another country as long as you aren't using your data plan.

It should be free.  Tango uses Internet.  You are charged indirectly, unless the internet service provided to you free.  As just a call, it is free.
