I need to free up storage on my iphone 4.

My iphone 4 will not let me download anything because my storage is full of music. I am using NO Apps. My second highest is photo stream, with about 200 mb. When I open photos I have NONE, even in photo stream. How do I delete photos in my photo stream then?
