blinking borders on computer interfere with typing and viewing pages

the border on all pages and anything I do online or off keeps blinking from the color of theme to white, it interferes with typing and viewing pages.

I have tried restoring to an earlier date, but it is still happening. Everytime it blinks if I am typing, it stops my typing and I have to re-type the letter or word.

I have Win 8.1, it doesn't matter what browser I am using or even if I am on the net....It does it in word or any other program I am trying to use. It blinks about every 10 seconds.

Do you know what this is and how to get rid of it?
