Why does my screen jump around when I try to close a file, program or page? I have a Toshiba Satellite laptop.

Question

My operating system is Vista.  When I try to close a page or file the screen jumps around.  I have to follow the close icon each time to its new location and click a number of times.  This occurs randomly, sometimes it behaves, other times it jumps repeatedly until I very gently click on the very edge of the "close" icon.  Don't know if this technique is relevant to the problem, but it seems to be a pattern.
