Why doesn't the save feature work on Windows 8 when I've enabled cookies?

(I asked this question just after I registered but before I verified my e-mail address so I'm not sure if it registered!)

I have Windows 8 and IE11.  I've enabled all cookies.  On the sites where information should have been saved it isn't.  For example all game progress is lost on MSN Games and all "favorite cities" have to be re-entered every time I access Weather Underground.  Is this a quirk with Windows 8 or is there another step I need to do other than enabling cookies?  Thank-you in advance for any guidance you can provide.
